Dr Manz isn't really friendly with Glendennig, and he mentions to Hugo that he has helped people in past who want to hide out from Glendennig. Such as the file-thrower!!! And he calls the file-thrower a "her." So Hugo wants to explore that information and find out from the doctor, but the doctor wants to hear more about the fish that bit Hugo when he was drowning. Apparently the fish had a note attached to it, from Rustic Industries, a competitor of Feddema Globals'. So here we are: Hugo wants more info about the file-thrower-outer, Dr M wants more info about the biting note fish. A regular Mexican stand-off.
